Terry FitzPatrick is a public policy and communications specialist with extensive experience in U.S. and international human rights, legal, scientific, business, medical, environmental and political issues. FitzPatrick has testified in Congress, authored bill provisions and lobbied bills to passage, created presidential transition memos, developed and executed policy advocacy and messaging strategies, guest lectured at major universities, written numerous op-eds, and appeared live on CNN, France 24 and the Voice of America. FitzPatrick is skilled as a policy analyst and alliance director, conference organizer and moderator, workshop trainer, awards coordinator, media relations officer and spokesperson, writer and editor, photographer and video producer, website and social media manager and content creator.

Policy Analysis & Strategic Communications



FitzPatrick currently leads the Alliance to End Slavery and Trafficking (ATEST), a Washington, D.C.-based coalition of organizations that advocate for stronger laws and increased appropriations for federally-funded programs that combat human trafficking.

He convenes alliance member organizations to develop collaborative policy, messaging and lobbying strategies, he analyzes and drafts legislative language, he authors/edits position papers, congressional testimony, public comments, news releases and op-eds, and he serves as principal spokesperson and lobbyist.

He has navigated numerous bills through passage in Congress containing ATEST-authored provisions, including hundreds of millions of dollars in annual appropriations for the anti-trafficking sector, and has raised more than $500,000 in foundation support for alliance operations.

Journalism & Communications Training



FitzPatrick has directed television, radio, newspaper internet and organizational communications training projects for journalists, corporate executives, public officials and nonprofit communications officers throughout Asia, Africa and eastern Europe.

Funders have included the U.S. Agency for International Development, U.S. State Department, U.S. Centers for Disease Control, International Monetary Fund, U.N. International Labor Organization, Organization for Security and Cooperation in Europe, and numerous foundations.

Locations have included Kosovo, Georgia, Pakistan, India, Sri Lanka, Maldives, South Africa, Liberia, Sierra Leone, Uganda, Tanzania, Zambia, Lesotho, Malawi, Botswana, Ghana, Mauritania and Democratic Republic of Congo.

FitzPatrick has guest lectured at Harvard University, Vassar College and Oberlin College, and has served as a visiting instructor at Stellenbosch University and the University of Pretoria in South Africa and Makerere University in Uganda.

Broadcast, Print, Social Media & Website Content Creation



As a journalist, FitzPatrick has covered a wide range of stories: from economic development in Africa, to death row executions in Texas, to chaos in war-torn Kosovo, to the global challenges of AIDS. He has filmed a behind-the scenes history of the New York Stock Exchange, and has traveled to Antarctica to cover climate change. He has produced short films about human trafficking in 12 countries.


Many of FitzPatrick’s radio features and documentaries have been heard on National Public Radio, where he served as National Affairs Correspondent and Senior Editor for the environmental news program Living on Earth. While based in Africa, he covered business news for Marketplace and general news for The World, France 24 and the Voice of America.


FitzPatrick's television work has aired on Discovery Channel, History Channel, Fox and PBS — where he served as a contributor to the PBS NewsHour. Print articles have appeared in the Dallas Morning News and Texas Observer. Online articles have appeared in The Guardian and Huffington Post.
